Cal South Welcomes FIFA World Cup Referee Brian Hall as Director of Instruction
One of the most accomplished referee leaders in American soccer history joins the Cal South Referee Program to lead education, instruction, and mentorship across Southern California.
CAL SOUTH REFEREE PROGRAM: Cal South is proud and excited to announce the appointment of Brian Hall as Cal South Referee Program Director of Instruction, bringing one of the most accomplished and respected referee leaders in American soccer history to the Cal South Referee Program.
The Cal South Referee Program administers the United States Soccer Federation referee licensing and certification requirements throughout Southern California and provides referee services and support to affiliated leagues, tournaments, competitions, and organizations operating within the U.S. Soccer ecosystem. With thousands of registered referees and a comprehensive development pathway extending from grassroots officials to the professional and international levels, the Cal South Referee Program continues to lead the country in referee development, education, advancement, mentorship, and innovation.
The appointment of Brian Hall represents another major step forward in that mission.
From the Grassroots to the FIFA World Cup
Brian's extraordinary career has taken him from the grassroots fields of American soccer to the greatest stage in the sport — the FIFA World Cup. A FIFA International Referee, Brian represented the United States at the 2002 FIFA World Cup Korea/Japan, where he was entrusted with two group-stage appointments:
Italy vs. Ecuador
England vs. Nigeria
Those assignments placed Brian in the center of World Cup matches featuring some of the greatest players of that generation, including David Beckham, Paolo Maldini, Gianluigi Buffon, Fabio Cannavaro, Francesco Totti, Alessandro Del Piero, Michael Owen, Paul Scholes, and Jay-Jay Okocha. Reaching the FIFA World Cup represents the pinnacle of achievement for a referee, and Brian's selection to represent the United States on the world's biggest stage remains an extraordinary accomplishment in American refereeing.
Brian also established himself as one of Major League Soccer's most distinguished referees, earning multiple MLS Referee of the Year honors during an outstanding career on the field. But Brian Hall's legacy in refereeing extends far beyond the matches he officiated.
A Career Dedicated to Developing Referees
Following his active refereeing career, Brian dedicated the next chapter of his career to developing the officials who would follow him. His leadership experience has included significant referee development responsibilities with U.S. Soccer, the professional game, and serving as Director of Refereeing for Concacaf, where his work influenced referee education, assessment, development, and performance throughout North America, Central America, and the Caribbean.
Through these roles, Brian has helped mentor, educate, and develop referees ranging from grassroots officials to those preparing for professional and international competition. Now, that experience, knowledge, leadership, and passion for referee education are coming directly to Cal South.

As Cal South Referee Program Director of Instruction, Brian will oversee and help advance the instructional and educational components of the Cal South Referee Program. His focus will include strengthening referee education, developing instructors, expanding innovative training opportunities, enhancing continuing education, and helping create meaningful pathways for referees at every stage of their development.
Brian will also officially join the Cal South State Referee Committee, working alongside the referee administration leadership team to help shape the continued strategic direction and development of the program. Together, the State Referee Committee will continue building upon the strong foundation established within Cal South while pursuing an ambitious goal:
To establish the Cal South Referee Program as the national standard for referee education, innovation, development, mentorship, and advancement.

Throughout his career, Brian has been a mentor, educator, and role model to thousands of referees — from young officials beginning their journey to referees preparing to perform on the world's biggest stages.
For me personally, this appointment carries a very special meaning. Brian played an important role in my own development as a referee and was a source of guidance and support throughout my journey toward reaching the highest levels of the game. I experienced firsthand his ability to see potential in referees, challenge them to grow, and give them the confidence and knowledge necessary to pursue their goals.
Brian's commitment to teaching the game and developing people has become an important part of his legacy. His knowledge and experience are extraordinary, but what has always distinguished Brian is his willingness to share that knowledge and invest in others.
To now have a FIFA World Cup referee — someone who has stood in the center of matches involving some of the greatest players in the history of our sport and who has gone on to lead referee development at the highest levels of the game — dedicate his experience to the education and development of Cal South referees is incredibly special.
We are extremely fortunate to welcome Brian to our State Referee Committee and leadership team. I am excited to work alongside him as we continue building a referee program that sets the standard nationally for education, innovation, opportunity, and development. Most importantly, Brian's impact will not only be felt by the referees we serve today. His leadership, mentorship, and passion for education will help shape the next generation of Cal South referees for years to come.
