The following is Part 3 of continuing announcements from the Cal South Board of Directors addressing our Return to Play Plan and introduces comprehensive actions that are being taken to assist our members to return to playing the game at all levels and making our programs more accessible and more affordable for all.

March 12, Fullerton CA., the following announcement addresses the State Cup Divisions (Mayors, Governors, Presidents and Nationals) for the 2021 Competitions.

Cal South has served and supported all levels of competitive youth soccer since 1974, hosting the highest-level competitive events and providing millions in Travel subsidies and resources to competitive teams. Teams playing in the Cal South family have won record numbers of Regional and National Championships through the years.

With the Covid 19 pandemic impact on the capability of the Gaming Leagues to activate their Fall Seasons, numerous Leagues/Clubs did not create and/or activate Teams in the Fall 2020 season.   To address this issue, Cal South has revised some of the key Rules and Regulations regarding the various State Cup divisions as shown below, to allow teams to be formed and activated and apply to the respective State Cup Divisions.

Recognizing the fact that the Presidents Cup and National Cup competitions are governed by the USYS National Rules and Regulations, the greatest impact of the approved changes are realized in the Mayors and Governors divisions.

The following describes the changes to the Cal South Rules and Regulations for 2021 for the respective competitions; the first section details the changes that apply to all the competitions, and the second section details the changes specific to each competition.

The following are changes to the Rules and Regulations that apply to all the 2021 State Cup Divisions (Mayors, Governors, Presidents) and 2021 National Cup.

  1. Teams applying to the State Cup or National Cup competitions must be activated in the Cal South 2020 Fall Season.
    1. If a League/Club has Team(s) activated in the Spring 2021 season, Cal South Staff will move the Team(s) to the Fall 2021 season upon request.
    2. Teams must apply to the respective State Cup or National Cup competitions from the Cal South Fall 2020 season.
  1. Team Eligibility Rule: Waived
    1. Impact
      1. Teams do not need to satisfy the condition that “The team must have competed in a Cal South approved Fall 2020 League playing a minimum of four (4) games prior to State Cup application deadline using Cal South approved player passes for the seasonal year”.
    2. Outcome:
      1. Teams activated in the Cal South Fall 2020 season, that have not played in a Fall Gaming League can apply to the State Cup or National Cup.
  1. Continuity Rule: Waived
    1. Impact:
      1. Teams no longer need to satisfy the condition that “13U and older teams must demonstrate continuity of rosters between the Cal South Online System Team Registration roster and State Cup Team Tournament roster by maintaining a minimum of nine (9) players common to the rosters of both. 9U and 10U teams must maintain a minimum of five (5) players and 11U and 12U teams must maintain a minimum of seven (7) players common to rosters of both. Player retention shall be based on the Cal South Online System Team registration roster as of November 15th of the current seasonal year”
    2. Outcome
      1. Teams can be activated in the Cal South Fall 2020 Fall season and applied to the State Cup or National Cup.
  1. Spring Gaming Leagues
    1. Cal South has obtained a commitment from the Cal South Spring Gaming Leagues, that they will adjust their schedules to accommodate the Cal South State Cup and National Cup competitions.
      1. Teams playing in the respective Spring Gaming Leagues should notify the respective League administrator and let them know of the potential conflict.
  1. Play dates for the State Cup and National Cup

The following are changes to the Rules and Regulations that apply specifically to the 2021 State Cup Divisions (Mayors, Governors, Presidents) or 2021 National Cup.

  1. State Cup Mayors Division Rules and Regulation Changes
  2. Transfers (Section 3.5): Changed
    1. Impact
      1. The number of allowed Transfers has been increased from the previous 5 Transfers to the following for the respective Age Groups:
        1. Teams playing 9v9, (2010/11U and 2009/12U) will be allowed 6 Transfers
        2. Teams playing 11v11, (2008/13U through 20U) will be allowed 7 Transfers
      2. Outcome
        1. This will allow activated teams with “thin” rosters to add additional players
  1. Club Pass (Section 3.6) Changed
    1. Impact
  2. The number of Club Passed players allowed has been increased, from the previous 5 Club Passed players, to the following for the respective Age Groups:
    1. Teams playing 9v9, (2010/11U and 2009/12U) will be allowed 6 Club Passed players
    2. Teams playing 11v11, (2008/13U through 20U) will be allowed 7 Club Passed Players
  3. Outcome
    1. This will allow activated teams with “thin” rosters to add additional Club Passed players
  1. Roster Size (Section 3.7) Changed
    1. Impact
      1. The maximum “Roster Size” for the Teams playing in the 7v7 and 9v9 Age groups haves been increased by 2 additional players
    2. Teams playing 7v7, (2012/9U and 2011/10U) will be allowed to have a maximum Roster size of 14
    3. Teams playing 9v9, (2010/11U and 2009/12U) will be allowed to have a maximum Roster size of 18 players.
      1. Outcome
        1. This will allow the Teams that are transitioning from 7v7 to 9v9 and from 9v9 to 11v11 to retain their full rosters.
  2. State Cup Governors Division Rules and Regulation Changes
  3. Transfers (Section 3.5): Changed
    1. Impact
      1. The number of allowed Transfers has been increased from the previous 5 Transfers to the following for the respective Age Groups:
        1. Teams playing 9v9, (2010/11U and 2009/12U) will be allowed 6 Transfers
        2. Teams playing 11v11, (2008/13U through 20U) will be allowed 7 Transfers
      2. Outcome
        1. This will allow activated teams with “thin” rosters to add additional players
  1. Club Pass (Section 3.6) Changed
    1. Impact
  2. The number of Club Passed players allowed has been increased from the previous 5 Club Passed players to the following for the respective Age Groups:
    1. Teams playing 9v9, (2010/11U and 2009/12U) will be allowed 6 Club Passed players
    2. Teams playing 11v11, (2008/13U through 20U) will be allowed 7 Club Passed Players
  3. Outcome
    1. This will allow activated teams with “thin” rosters to add additional Club Passed players
  1. Roster Size (Section 3.7) Changed
    1. Impact
      1. The maximum “Roster Size” for the Teams playing in the 7v7 and 9v9 Age Groups haves been increased by 2 additional players
    2. Teams playing 7v7, (2012/9U and 2011/10U) will be allowed to have a maximum Roster size of 14
    3. Teams playing 9v9, (2010/11U and 2009/12U) will be allowed to have a maximum Roster size of 18 players.
      1. Outcome
        1. This will allow the Teams that are transitioning from 7v7 to 9v9 and from 9v9 to 11v11 to retain their full rosters
  2. National Cup
  3. Far West Regionals and Far West Regionals Wild Cards
    1. Since the California Regional League (CRL) was not allowed to play this season Cal South has gained approval from US Youth Soccer to apply the CRL Champions for Regionals to the National Cup.
    2. Impact:
      1. The Champion of the respective National Cup Age Group will be awarded the Cal South State representative to the Far West Regionals
      2. The Finalist of the respective National Cup Age Group will be awarded the entry to the Far West Regionals as the CRL representative.
      3. If there is an additional Wild Card (This happens every year when other states do not send a team to Far West Regionals), the two National Cup Semifinalist for the respective Age Group, will play a one game playoff to determine who receive the third wild card for the Far West Regionals.
